the fsmb website says the application deadline is 1st sept. and it also says "If you submit your application online, the Federation will begin processing your application within 2-3 business days. However, your online application cannot be completed until the Federation receives the signature/photo ID page and any other required document(s) that you must mail to our offices. Once the document(s) arrive, your application will be completed within approximately 3 business days."
so my question: is 1st sept the deadline for online application or for receiving all the required documents? since i am living overseas, to get my signature notarized and then mail to fsmb will take another 2 more weeks. that means i have to start immediately.
any reply will be appreciated.

just found it from fsmb.
after registering for step3 online, you will need to mail the signature/photo id page to fsmb. signature/photo id page received after sept 7 2005 will not be accepted and your online application cancelled.
