Hye,
Do all those programs that offer the H1B visa make it a mandatory requirement to clear the step 3 before you can enter that program?
I mailed a couple of residency directors but have not been able to elicit a reply as yet.
Could any one here be having some idea?

It's a FEDERAL LAW that mandates that you have Step three. There is nothing that the programs can do about it.

do we need step 3 for j 1 visa?
even if i want to work on h1 or greencard after my j1 waiver?

You don't need step three for a J-1 visa. You will need it at some point, but not for this visa.
