None - you need steps one and two to get ECFMG certificaton and medical licensure.

I beleive what was meant is if the PD will schedule interviews only with your Step 1 results (Step 2 & CSA on the way). I'm in that situation, and so far...nada. Will be taking these exams on mid-december, hoping to get any late interviews...
