Hi there may be u shud chek this out....http://www.ecfmg.org/2005ib/ibexam.html#locs12 ...look for the subheading "TESTING REGION ( STEP 1 & STEP 2CK )" I`m sorry to be the one to let u know this. May be u can request them for depositing the fee in ur account ,not sure though whether it`s gonna work or not. Good luck.

You must take the exam in your assigned testing region. You can take the exam at any test center in your testing region that offers USMLE, provided there is space available on the date you choose. Once your testing region has been assigned, it cannot be changed. If you cannot take the exam in your assigned testing region, you will lose your payment for the exam, and you will need to reapply, including payment of all applicable fees, to take the exam. this is part of the information booklet.
