1) yes, you can apply without your step II scores, and besides, getting your scores and ECFMG cert in late Sept is ok. Just try and get the appilcation in before October. You can start sending in your documents to the ECFMG in July I believe. So you can go ahead and send in your stuff now. I highly recommend this as they can take upto 3 weeks to scan in your documents later in the season. You don't have to apply right away if you don't want to. I believe the earilest you can actually send your application out is Sept 1 anyway.
2) yes, your step I score is good. You should get interviews. If not, they will see your step II scores when they come out. Seriously though, you could wait since you will have your scores and cert by the end of Sept. I would go ahead and apply to some IMG friendly programs or any programs you have connections to ASAP. The tougher ones which might reject you without your step II scores and cert (very few do this, but some like UTSW do) right away can wait until you have your scores and cert.

i am preparing for step 2 ck.
But i passed step 1 with low eightyz and gav step 2 cs and i hav a green card.
if i give my exam in november..wat are my chances in 2006 match .
wat do u mean by IMG friendly hospitals.
