I am a FMG, graduated MD 10 years ago and finished residency in ObGyn 5 years ago. Is there a time limit for applying for USMLE? If so what are my real chances with average scores?

no, there isnīt a limit of age. But, some programs ask you as a requirement some number of years since you finished your career or diploma (general physician), so you have to investigate in the programs youīre interested in and thatīs all, but itīs specific in some programs, there are a lot that donīt ask you for that requirement. Hope this helps.

thatīs ok, i only must tell you that there are programs that wonīt accept you because youīll have >10 years since you ended your career, so you should investigate about specific programs that could accept you before doing anything. Thatīs my suggestion, only.
