i hear as an MD, can write the PA exams and so work as a PA. ANY idea on this?

you could do it until 1995, no more
theoretically any MD can hire an IMGs as a unlicensed PA to work under this MD's license, but liability is very high, so everybody tries to hire a licensed PA instead
