Hi,
To apply for step 3, I need to pass all step 1, 2 CK and CS? Or I can apply while I am waiting for CS results? (finished step 1 and 2 CK though )

You not only need cs results but also ECFMG certificate before you can apply for step 3. which also includes verification of all your documents by ecfmg.
