can an IM resident usually do moonlighting to earn more money? What is the general norm?

It depends on the program's policy you work with. Some of them let you, some don't

Also depends on your visa status. If you are on an a J visa - you cannot moonlight. If you are on a H1b visa and the paperwork was written in a certain way, you could moonlight, with your program director permission.

Depends on program and on state rules, provided you have H1.

you still have to abide by the 80 hour work week rules. For IMGs, you need a license (or else must do it at your residency hospital)
