I would be greatful if somebody can clarify some point for me regarding the USMLE test date. If I apply in february and they give me a time slot in july.and if i think im not ready for the exam how can i delay it and till which date i can delay it tilll it becomes necesarry to give exam or apply again

The slots are in units of 3 months each. If you're not ready - you can extend it for the following 3 months - on a payment of $50 I think. If you've already booked a centre thru prometric don't forget to call them to reschedule your test date too - as there's a fine of $90 if you don't inform them at least 5 days in advance.
This is to the best of my knowledge but when you apply you will be able to read the rules on the web site or perhaps even before u apply.
If you're an IMG then check the ECFMG web site, if not, then check NBME"S.
