hi

I was wondering by what time should an img (for h1) complete all steps includign step3 for 2006 match.

ideally by the time programs can access your application through ERAS ... mid-September of the year before (so this Sept for 2006 match). This gives you the maximum chance for interviews and prematch offers.

Does having done step 3 help a lot in making you more competitive, or does it make getting an H1B visa easier?

But you CAN get an H1B without having done step 3, right? Or is it really that much more difficult?
