the thyroid is functioning at higher levels actually, but the clinics are of hypothyroidism because there's no action of the hormones on the tissues, including on pituitary gland (so no negative feed-back of T4 on TSH) -->TSH will be overly secreted, T4 will be overly syntesized, the gland increases in size.
A Decrease radioactive iodine uptake test: wrong: there will be increased uptake of 131I (thyroid is working excessively under TSH stim)
B. Decrease resin T3 uptake test : wrong because TBG will be fully occupied by the hight levels of T4, so there's a lot of remaining T3 to occupy resin
C. Decrease plasma TSH concentration : wrong bec of no feedback inhibition on the pituitary lacking T receptors
D. Increase basic metabolic rate : wrong, no receptors
E. Increase plasma T4 concentration:RIGHT, high TSH makes the thyroid synthesize more T4
