That may have been true years ago, but we have been seeing an increase in the number of IMGs that were raised here as children and then returned to their parents countries for school and medical school. A couple have been hired and let's just say that we learned that just having a citizenship doesn't mean that you have been exposed to the US culture. It's not a guarantee any more.
