I have noticed that there are many more year 1 positions than year 2 positions on the surgical programs. Does that mean elimination of 1 year residents... ?

What is the elimination based on? USMLE 3 results? General performance? Internal tests? Personal chemistry?
Are these "the preliminary positions/transitional year positions"?
