I don't know if it's the same in the USMLE as all other standardized tests, but in most tests they repeat some questions in different test administrations, not year by year, but in different ways so that they can standardize the results by seeing how various groups fare on these same questions. Retired questions are no longer used, so you will not see it repeat again. On the SAT they released a bunch of questions to the public, which were all retired and so had no chance of reappearing again. Are there retired questions on the USMLE and where are they found? Also, what is NBME?

thanks for the enlightenment ..yup these are retired questions from NBME which is national board for medical examinees ..the parellel to ECFMG that conducts usmle for foreign med grads
