any restrictions for H4 to apply for H1?

Right now I am on an H-4 visa. I just heard that sometimes H-4 have to join a residency program as a J-1.

Is it true? Why? Does anybody have any idea about this? Thanks a lot!!!

H-4 holders are not eligible for work permits.
You would need to apply for your own H1-B or J-1 to get a work permit.

No restrictions, but you need to find a program which would sponsor your H1-B
