the clearance of several substances was measured at a constant
glomerular filtration rate and constant urine flow rate, but at

conditions, clearance will increase at high plasma concentrations

Does it has to be osmotic agent ?So it would effect Posm and so on...
That would narrow the answer to mannitol.

The only substances whose clearance increases with an increase in their plasma concentration alone, are those which are normally actively reabsorbed and have T max....say glucose.
Since most of the Phosphate that is filtered is reabsorbed only in the proximal tubule via cotransport, my answer would be Phosphate.
