can anyone tell the difference between the USMLE and the BOARD degree and the significance of each ......

and if i can take the board degree in a certain speciality (eg: surgery) without taking the USMLE exams .....

No - you have to take the USMLE to complete a residency in the USA, then you need to take the different board exams.
