No, vibrio is not an obligate anaerobe; if it was, we'd never isolate it from fecal cultures (which are always incubated under O2 conditions).

Vibrio is an aerobic gram negative coccobacillus. It grows aerobically quite readily on TCBS agar, which has a high bile salt content.
